Koser Takes On New Role

Jill Koser has been named Conestoga Valley (CV) School District's next assistant to the superintendent for elementary education. Her appointment was approved at the April 19 school board meeting. Koser takes over for Kelly Cartwright, who was hired as the superintendent of Dover Area School District earlier this year.

Koser comes to CV from the School District of the City of York, where she held several roles since 2018, most recently serving as the assistant superintendent for special education since 2020. She led the district-level Continuity of Education, Virtual Learning, and Hybrid Learning committees in the areas of academics and special populations and facilitated the redesign of the student support process.

Koser provided leadership, supervision, and support to over 80 teachers and related service providers, 70 paraprofessionals, and 10 central office staff members within the Office of Special Education. Currently, Koser serves as a co-facilitator of the district's equity professional learning initiative for district and school leaders.

From 2018 to 2020, Koser was the director of curriculum and instruction for prekindergarten through 12th grade at York. Koser had many responsibilities and boasted numerous accomplishments in that role, including the design, implementation, and monitoring of the Literacy Interventionist program. She also facilitated the ELA Curriculum Committee that redesigned the prekindergarten to eighth-grade frameworks, resources, and format, and collaborated with the Office of Special Education to design and implement the Dyslexia Pilot Expansion project that resulted in enhanced professional development for teachers and aims to increase in reading achievement for students. Through collaboration with community partners, Koser developed a First 10 early learning initiative that has brought $110,000 in new funding to the district to enhance early childhood and early elementary services, supports, and learning for families in York city.

Koser began her career in education with the School District of Lancaster. She was a second- and fifth-grade teacher from 2001 to 2005 before moving on to serve as the coordinator for extended day programs and then the coordinator of parent involvement. She served as the principal of Robert Fulton Elementary from 2009 to 2016.

Koser received her bachelor's degree in elementary education and special education from Millersville University. She earned her educational leadership master's degree and Doctor of Education from Widener University. She is a graduate of Pequea Valley High School.

Koser holds a Superintendent's Letter of Eligibility certification in addition to certifications in the fields of kindergarten through 12th-grade principal, middle school mathematics, kindergarten through 12th-grade special education, and kindergarten through sixth-grade elementary education.
