York College appoints Doweary

York College of Pennsylvania has announced the appointment of Michael Doweary as the college's vice president for finance and chief financial officer (VPF-CFO), effective no later than Tuesday, July 1.

Doweary most recently served a five-year tenure as receiver for the City of Chester, Pa., where he played a critical role in stabilizing the city's financial operations and implementing key fiscal controls.

As VPF-CFO, Doweary will oversee the college's financial operations, including budgeting, financial planning, and investment management, ensuring sufficient resources for the institution's fiscal stability and strategic growth.

As Chester's receiver, Doweary led a team that implemented critical financial controls, improved revenue collection, and strengthened pension funding. Prior to this role, he served as business administrator for the City of York, and he has extensive experience in the private sector.

Doweary holds a bachelor's degree in finance and accounting from Penn State University and a Master of Business Administration from York College. He has served on York College's board of trustees for the past four years.

C. Matthew Smith has served as interim CFO since January 2024.
